Commissioned in 1933, "Balloon" tramway cars were built by English Electric during 1934 and 1935, the first being presented to Blackpool on 10 December 1934. 27 were delivered, of which thirteen were open-topped.Read more @ Dieselpunks.org

I was remarking at the oddity of the vehicle as I have never seen this before. WTF? means "What The F$%k?"
I know the meaning. Surprised to know you never seen it before. Balloon tramway cars are quite famous - not as famous as London Transport doubledeckers, of course. Here's a nice report from Blackpool in a friendly blog.

British doubledecker trams are very special. It's a pity some of them are gone forever.
And if today you want to take a ride on such a tram, just go to Hong Kong.
Actually here in Edmonton we have a couple of doubledecker buses driving around as restaurants. Serving you guessed it "Doubledecker burgers".
